DEAR SIR: In response to your communication of July 24, calling upon me for a report of the affairs, progress, and development of the Territory of Oklahoma for the fiscal year ending June 30, 1892, I beg leave to submit the following: POPULATION. No official and reliable census of the inhabitants of the Territory having been taken since 1890, the population on the 30th dayof June of this year can only be approximated, but the connnission appointed by Congress to make an enumeration (of which I was a member) vis-ited all the counties and exercised great care in arriving at the approx-imate results, and I am of the opinion that the figures given are nearly correct.
