The Chairman opened the meeting ;rith introductions of each person present.
The Minutes of the .40th Meeting ,Tere appr()ve<l as drafted. The names of
Mr. Hellman and Mr: Ra,Tlins ·l-Tere misspelled on the attendance list and
. correction was noted for the record.
The Chairman recalled that at the 40th Heeting, it had. been agre.ed that
an attempt should be made to arrange for a representative of the Federal
Water Pollution Control Administration to attend the 41st Meeting to
explain the Federal Water Pollution· Cor,trol Act, and tq anS>Ter questions
raised by the Corr~issioners regarding its implementation .. In preparation
for such a meeting, questions formulated by the four State Commissioners
were for;rarded to HlPCA on 9 October 1967. Commissioner Quigley was unable
to meet ;rith" the Compact .Col!l!!lission in November 1967 as suggested by the
Chairman. Later, 14r. Quigley resigned his post ·and a similar invitation
·vas extended tOo his successor, Hr. Joe G. l<Ioore, Jr. I·Ir. Moore advised
the· Chairman on 16 April 1968 that the Fl1}'CA is preparing a r'eply to the
questions rai.sed b:.; the COr2!!1issioners ~ but that not all issues have been
