The 47th meeting of the Red River Compact Commission was convened at 9 a.m.,
3 August 1973, in the Adolphus Hotel, Dallas, Texas. An attendance list
is attached (Inclosure 1). In welcoming the participants, General Noble
recognized ~rr. Orville Saunders as the new Commissioner for the State of
Ok1ahon~, 'and expressed his appreciation for the outstanding services
rendered by r.lr. Guy Keith. Each Corranissioner then introduced the other
representatives from his State. General Noble recognized Mr. Calvin Watts,
Executive Director of the Red River Valley Association.
The minutes of the 46th meeting were read and approved.
The Oklahoma and Texas Commissioners reported that meetings had been held
concerning the division of \.,raters on the Korth Fork in Reach I, but no
progress had been 171ade to\\"ard a satisfactory agreement on this stream.
Nr. Robert Harbison, the Attorney for the Altus-Lugert Irrigation District,
suggested that the cOr.Ipact recognize that litigation would be required,
and that, subsequent to the litigation, the water l~·ould be allocated iI:l
accordance l-lith the decision of the court. TIle Legal Acl\iisory COI:;r.uttee
was asked to revielV' this proposal, and to give its vielV's at the next meeting
of the Cor.rpact COlTliuission. Oklahoma representatives stated that they \\'ould
agree that Texas could receive all water for l'l~I purposes on the North Fork
for which they could demonstrate a reasonable need. r.rr. Wells stated that
