The 49th meeting of the Red River Compact Cammi.ssion was convened at 9 a.m.,
"
13 June 1974, in the Directors Roan, Adolphus Hotel, Dallas, Texas. .An
attendance list is attached (Inclosu,re 1). In welcoming the participants,
General Noble asked each Commissioner present or represented to introduce
others from his State.
The minutes of the 48th meet:ing were read and approved~
Mr. Nelson gave a report from the Engineering Adviso;ry-Camni ttee. He indicated
that the only problem in compacting Reach I remained the division of
, ,
waters from the North Fork. Mr. Saunders stated that the problem was with
the Altus-Lugert Irrigation District, which wanted a 70-30 split in the
water. Mr. Krause, of Texas, indicated that, while Texas would not agree
to a 70-30 split, he had confidence that an ,agI:eement could be'1Ila.d.e quickly- ~
. if other portions of the compact were re~olved. This could be done by
(a) leaving it out of 'the.- compact; (b~, litigation, with both sides pressing
~
for an early resolution; or (c) nrutual agreement within the compact. It
was agreed that the Texas and Oklahoma delegations would continue searching
, for a solution on the North Fork. .-----' ~ ...
Mr. Belanger stated that the Legal Conuni ttee had put into compact language
the Engineer,ing Advisory Conuni ttee 's reccmnendations for Reach II as it
was charged to do at the last meeting (see Inclosure 2). He 'indicated
