The 59th meeting of the Red River Compact Commission convened at 2 p.m.
at the Hilton Inn, Bossier City, Louisiana, on 16 February 1978. An
attendance list is inclosed (Incl 1).
Mr. Fred Bayley opened the meeting in absence of the Federal Chairman,
General R. C. Marshall.
After introductions, the minutes of the 58th meeting were read and
approved.
During opening remarks, each State Commissioner expressed his thoughts
that the best possible compromise on an equitable apportionment of
water of the Red River had been reached. Mr. Fred Parkey then provided
copies of a Certificate of Appreciation for General Koisch, past
Federal Chairman. Mr. Parkey stated that he would see that the
certificate was delivered to General Koisch.
Mr. Bayley advised the group that official Federal comments on the
Compact draft had not been received. He further explained that as a
result of several telephone conversations with OMB personnel, he
expected only one comment, which would be on Section 9.01 of the Compact
draft. The comment would provide for appointment of the Federal
