Red River Compact Commission
Holiday Inn South - Dallas, Texas

The 6lst meeting of the Red River Compact Commission convened at the
Holiday Inn South Motel, Dallas, Texas, at 1:30 p.m. on September 19,
1979. An attendance list is inclosed (Incl 1).
Haj or General Robert C. Marshall, Federal Chairman, opened the meeting
~ith introduction of those present. tlinutes of the 60th meeting ~ere
then read and approved after ~hich opening comments were made by each
commissioner. During his remarks, the. Chairman outlined the process
by which the Compact and draft ratifying legislation ~ould be fo~arded
through OMll to the President. A discussion ensued concerning sponsorship
of the Compact by state representatives and senators. David Smith,
Legal Advisor for Louisiana, stated that Senator Long would introduce
a bill in the Senate. The Chairman stated that, after OHB review and
approval, the President would send the legislation to both th~ House and
Senate. All of the cotr~ssioners agreed to work through their respective
Congressional delegations to· gain support for the legislation.
Mr. Nelson, newly appointed commissioner for Texas, eh~ressed his
appreciation to Mr. Parkey and other advisors for their support and
consultation in providing him background'information On Commission
matters. All of the commissioners indicated that the Compact had been
ratified by their state legislatures and that they were ready' to 'move
to~ard Congressional approval.
