MINUTES OF THE 48th MEETING
RED RIVER COMPACf COMMISSION
M/V MISSISSIPPI
VICKSBURG, MISSISSIPPI
8 NOVEMBER 1973
The 48th meeting of the Red River Compact Commission was convened at
7: 25 p.m., 8 November 1973, on the M/V Mississippi. An attendance list
is attached (Inclosure 1). In welcoming the participants, General Noble
asked each Commissioner present or represented to introduce other
representatives from his State.
The minutes of the 47th meeting were read and followed by a discussion of
the statement concerning the views of Oklahoma representatives on Texas'
receiving M&I water from North Fork. It was agreed that the statement in
question did not necessarily represent the official position of the State -
of Oklahoma and should be revised accord~ngly. With this modification,
the minutes of the 47th meeting were approved.
A letter from Mr. Robert B. Harbison regarding the allocation of water of
the North Fork and Sweet Water Creeks was read by Mr. Fred Bayley, and
subsequently discussed. During this discussion, Messrs. Wells and Saunders
went on record as being optimistic that difficulties regarding water allocation
can be resolved.
1,lr. Belanger gave the report of the Legal Advisory Committee and concluded
that the compacting states should not recognize at this time that litigation =- would be required.
