MINUTES OF THE 46TH MEETING
RED RIVER COMPACT COMMISSION
DALLAS, TEXAS
30 MARCH 1973

The 46th meeting of the Red River Compact Commission was convened at
9 a.m., 30 March 1973, in the Adolphus Hotel, Dallas, Texas. An attendance
list is attached (Incl 1). In welcoming the participants, General Noble -
noted that no new commissioners had been named since the last meeting, and
expressed his hope that this would enable the Commission to move forward
m-ore rapidly to the completion pf a contract. Each commissioner then intro-duced
the other representatives from his State. General Noble recognized
Mr. Calvin Watts, Executive Director of the Red River Valley Association.
The minutes of the 45th meeting of the Compact Commission were read

The commissioners discussed the need to include provisions for water
quality in the Red River Compact. Mr. Cresap pointed out that the principal
concern about water-quality releases in the past compact negotiations was
the effect they would have on the division of the quantity of water among
the four States. The commissioners agreed that the compact will recognize
that the States will comply with State and Federal water-quality standards,
but will not attempt to establish a division of water based on water-quality
releases. The Engineering Committee was requested to draft appro-priate
language on water quality for inclusion in the compact.
The commissioners had previously agreed on the division of waters in
Reach I, w~th the exception of North Fork. The Texas and Oklahoma commis-sioners
have been meeting to attempt to resolve the problem on this stream.
However, no agre'2ment has been reached to date. It may be necessary to
