The meeting bagan at 1:45 P.M. and was held in Room 205
of the Airport Marina Hotel at Dallas-Ft. Worth Airport.
The meeting was chaired by General Marshall, LMVD, Corps
of Engi.neers. .
After introduction ~f the attendees, the minutes of the
previous meeting were approved ~s prepared and circulate~.
General Marshall made a brief statement of his interest
, in the Compact and that his ~ppointment is being processed
by the White House staff.
Next the Commissioners each made an opening statement.
Mr. Cresap indicated that Louisiana is ready to sign
and that he is retiring at the end of Augu~t and this
is probably his last meeting. Mr. Nelson, representing
Hr. Saunders, stated Oklahoma is ready to sign the
Compact unless some major changes are made.
Mr. Parkey stated Texas is ready to sign. However,
the longer this Compact is put off the less likely
a Compact can be signed.
·Mr. Flannigan made a short presentation on the reaches
of Red River and Compact allocations made in the
August Draft Compact.
Mr. John Stroud, Attorney for the Red River Commission
of Arkansas, was' next with his presentation. The Red
River Commission was set up by Arkansas statutes in 1973
~ith two commissioners from each county bordering the
Red River in Arkansas.
