MINUTES OF ELEVENTH MEETING
RED RIVER COMPACT COMMISSION
DALLAS, TEXAS, JULY 9-10, 1958
The eleventh meeting of the Red River Compact Commission was called to
order by the Chairman at 9:10 a.m., July 9, 1958, in the conference room of
the U. S. Department of Health, Education, and Welfare, Dallas, Texas. The
following Were present:
Members of Compact Commission:
Henry C. Beckman, Federal representative and Chairman.
Francis J. Borelli, representative of Oklahoma.
John. J. Ledbetter, representative of Texas.
Calvin T. Watts, representative of Louisiana.
Leonard N. White, representative of Arkansas.
Members of Engineering Advisory Committee:
Ivan M. Stout, acting representative of Texas and Acting Chairman of
Committee.
Hendon M. Crane, representative of Oklahoma.
Members also of Subcommittee on Stream Pollution Control
David F. Smallhorst, representative of Texas and Chairman of Subcommittee.
Hembers of' Legal Advisory Committee:
Richard M. Huff, representative of Oklahoma and Chairman of Committee.
Homer J. Belanger, representative of Louisiana.
Joe R. Carrol, acting representative of Texas.
Others:.
Forrest Nelson, Oklahoma Water Resources Board, Oklahoma City, Okla.
E. Carl Warkentin and Jerry Svore (part-time), U. S. Public Health
Service, Dallas, Texas. .
A motion was made and passed that the minutes of the tenth meeting of
the Commission be approved.
In accordance with the suggestion of John J. Ledbetter, there are attached
hereto copies of material relating to water releases from the Denison Reservoir
which had been furnished by the Southwestern Power Commission and the Corps of
Engineers at the eight meeting of the Commission.
The Legal Advisory Committee was recessed until noon to give them opportunity
to confer upon subjects that had been assigned to them by the Commission.
Ivan M. Stout, acting Chairman of the Engineering Advisory Committee, reported
upon the progress which that committee had made since the last 'meeting C,-
