1 2010-11 Year End Report HIGHLIGHTS: In 2010-11, for the first time in the history of the program, the number of Oklahoma’s Promise award recipients in college exceeded 20,000. The proportion of students from urban schools completing the program’s high school requirements continued to increase. In 2003, only 27% of qualifying students attended urban high schools; by 2011 that increased to 41%. The enrollment of high school students in the program appears to be leveling off. For the first time since 1997, the number of high school students enrolled in Oklahoma’s Promise in the 2011 graduating class was slightly less than the previous year’s graduating class.
