PERSONNEL MANUAL

Issues arising from personnel
matters in County Government are no
more evident than during, and
after, an election year. In
response to the numerous requests,
the Center for Local Government
Technology and the Association of
County Commissioners of Oklahoma
Risk Management Services is
preparing a manual to assist
Counties in these delicate areas.
Personnel Guidelines for Elected
County Officers should be completed
shortly after the first of the
year.
House Bill 1111 was passed in 1989
which enables counties to form a
"County Personnel Board" who can
then adopt uniform personnel
policies and procedures by a
majority vote of the elected
officers in that County. The
Personnel Guidelines are being
designed to help interested
counties set up such policies and
procedures that fit the needs of
that particular County.
A number of workshops and seminars
have been arranged by ACCO and CLGT
to introduce these Personnel
Guidelines to County Officials
statewide. Soon after the newly
elected officers take office in
January, John Bryant of ACCO and
Tim Lyon of CLGT, will begin
teaching the workshops. In
addition, Lyon and Bryant will
respond to requests from interested
counties to meet with the elected
officers and assist each County in
adopting a policy that will fit
that particular County.
