Dear Governor Bellmon:
Attached to this letter are the reports from the Survey
Team which studied the Oklahoma Department of Commerce and
the Oklahoma Employment Security Commission.
As the captain of this Survey Team I want to commend the
members of my team, Doug Fox, Frank Davies, Gordon Masters,
Bill Wetmore and Jerry Parker, for spending a tremendous
amount of time studying these two agencies. All worked
diligently on this project, and I am proud to have served
with such experienced and committed members as these.
Additionally, two state employees toiled side-by-side
with team members throughout this 3-1/2 week process. Bill
Moore from the Office of State Finance provided expertise to
our group on these agency budgets and should be commended for
his efforts. Glen Robards, Oklahoma Corporation
Commissioner, was our Executive Secretary and did an
outstanding job throughout the survey process. Our task
would have been impossible without Glen's able assistance.
The state is fortunate to have him as an employee.
I would like you also to be aware of two other people
who helped me complete our task. Clifton Scott, State
Auditor and Inspector, allowed us to use his office for our
team meetings. His staff provided us space, xeroxing and
some additional support services. When prevailed upon for
assistance, Cliff was a great help.
Gene Rainbolt also spent most of one day working with
Doug Fox and myself in preparation of our response to your
