October 1, 2011 to December 31, 2011 Residential Substance Abuse Treatment (RSAT) RSAT funding (CFDA 16.593) provides funding support for cognitive based drug treatment programs lasting 6 months to one year for incarcerated offenders. Department of Corrections applied for FFY2011 RSAT funding and was awarded $400,918.36 for state fiscal year 2012. Seven treatment programs including BJCC Reintegration and Relapse Prevention, WSKCC Key to Life, MACC Catch Program, EWCC RTP, ECCWC RSAT, LCCC RSAT, and MBCC RSAT will continue with support from 2010 and 2011 RSAT funding, 2009 JAG ARRA funding and dedicated DOC revolving funds. Funding should be sufficient to continue all current programs through June 30, 2012. Bulletproof Vest Partnership Act (BVPA) BVPA funding (CFDA16.607) is to protect the lives of law enforcement officers by helping State, local, and tribal law enforcement agencies provide officers with armored vests. Funding provides partial reimbursement of up to 50% for qualifying vests. Oklahoma Department of Corrections is a part of the State of Oklahoma‘s FFY2011 application submitted on July 13, 2011. On July 18, 2011 Oklahoma Department of Corrections reported receipt of 63 vests and received $16,695 reimbursement on September 27, 2011. On September 29, 2011 Oklahoma Department of Corrections reported receipt of 28 vests. Partial (up to 50%) reimbursement of qualifying vests will now remain available through September 30, 2012. State Criminal Alien Assistance Program (SCAAP) SCAAP (CFDA 16.606) provides partial reimbursements for costs associated with incarcerating illegal aliens. Oklahoma Department of Corrections applied for 2010 SCAAP partial reimbursement on April 14, 2010. During November, 2010 Oklahoma Department of Corrections received partial reimbursement of $886,266. Oklahoma Department of Corrections submitted the 2012 application on June 9, 2011. In November 2011 Oklahoma Department of Corrections received partial reimbursement of $924,417. 2010 SMART Adam-Walsh Act Implementation Grant On March 5, 2010 Oklahoma Department of Corrections applied for funding under this program to support expanding biometric capabilities and to provide greater follow-up on delinquencies related to sex offender registration. On September 22, 2010 Oklahoma Department of Corrections was awarded $205,584 under this program. Funding under the grant will remain available through March 31, 2012. We are pleased to note that despite a 17% reduction nationally in OJP grant funding, no new ARRA recovery act funding and elimination of the USDOE Workplace grant funding in the FY11 federal budget , Oklahoma Department of Corrections showed a slight increase in total grant funding awarded over the prior year.
