THE OKLAHOMA HOSPICE ADVISORY BOARD:
Authorized by Section 1-860.13 of the Oklahoma Hospice
Licensing Act {63 O.S. §§ 1-860 et seq.}.
Appointed by the Governor and functions as a
professional advisory body to the Oklahoma State
Department of Health (OSDH) for the development and
improvement of services provided by hospices.
The Board:
• Reviews and approves in their advisory capacity
administrative rules for hospice licensure;
• Evaluates practices and procedures of the
Department regarding the administration and
enforcement of the provisions of the Act; and
• Annually publishes a report of its activities and
recommendations for improvement of hospice
services and patient care to the Governor and the
Commissioner of Health.

THE HOSPICE PHILOSOPHY:
• Hospice provides:
o A continuum of home and in-patient palliative and supportive care;
o Services are medically directed, nurse coordinated, and individualized;
o Care is available twenty-four hours a day, seven days a week;
o Care is provided on the basis of need, regardless of the ability to pay;
o Bereavement services to the family continue after the patient's death.
• Hospice caregivers are:
o Nurses;
o Physicians;
o Hospice aides;
o Therapists;
o Counselors, psychologists, and social workers;
o Dietitians;
o Homemakers;
o Clergy;
o Volunteers.
• Hospice services are:
o Based on a plan of care;
o Developed to meet the special needs of the patient & family;
o Designed to support the best quality of life possible.
• Hospice patients and families:
o Make an informed election of the service;
o Acknowledge curative care related to the terminal illness will no longer
be covered;
o May revoke the election of the hospice benefit at any time.

ACCOMPLISHMENTS:
• Strengthening the Rules in Chapter 661 to focus on quality of care;
• License fee increase to fund increased State oversight;
• Serve as a forum for the hospice industry, public, and the state to:
o Promote open dialog;
o Identify barriers and challenges to providing quality care; and
o Propose solutions to improve services in Oklahoma.
EMERGING ISSUES/RECOMMENDATIONS:
• Evaluate coordination of care of hospice services provided for
residents in settings of care outside the home;
• Establish a data collection and analysis system to report on
hospice utilization and quality of care;
• Analyze the regulatory environment in surrounding states to
identify best practices;
• Evaluate how effectively existing standards monitor and ensure
quality;
• Evaluate Certificate of Need potentials and considerations;
• Evaluate the potential effectiveness of requirements for new
hospice providers to meet certain minimum financial thresholds;
• Work to ensure patient choice of hospice providers in Long Term
Care settings.
