INTERIM STUDY REPORT Appropriations and Budget Committee Representative Earl Sears, Chairman Oklahoma House of Representatives Interim Study, 11-087, Representative Joe Dorman September 22, 2011 Bond and Fund Indebtedness Representative Joe Dorman joe.dorman@okhouse.gov • Objective to identify and make members aware of the state’s debt structure and the obligations in other areas to local governments • Rep. Dorman commented that sometimes important funding issues “fall through the cracks”, in that mandates are established flowing from federal or state government to local entities and the funds do not always follow in an efficient manner • With the requirement of a balanced budget it is important to regularly review our obligations Amanda Paliotta, Vice Chancellor for Budget and Finance Regents for Higher Education Oklahoma City, OK apaliotta@osrhe.edu • Endowed chairs match program – established in 1998 o Private donations to be matched with state dollars, minimum private endowment varies among institutional tiers within the system o Match program resulted in an “explosion” of activity o University of Oklahoma and Oklahoma State University constitute 95 percent of all endowments • Current state backlog for matching approaching $270 million • Legislature authorized $100 million Oklahoma Capitol Improvement Authority (OCIA) issuance in 2008 • Some private donations were made as far back as 2004 Tony Mastin, Administrator Oklahoma Tax Commission Oklahoma City, OK tmastin@oktax.state.ok.us
