December 9, 2011 Mr. Hal Cantwell Environmental Programs Specialist Land Protection Division Oklahoma Department of Environmental Quality 707 North Robinson Oklahoma City, OK 73101-1677 Project No. 0128740 RE: Data Summary and Proposed Additional Activities Proposed Shooting Range Area Former Duncan Refinery Duncan, Oklahoma Dear Mr. Cantwell: This data package has been prepared by Environmental Resources Management (ERM) on behalf of ConocoPhillips Company (CoP) in response to a request from the Oklahoma Department of Environmental Quality (ODEQ) during a November 3, 2011 meeting. It is a compilation of the various data reports and other information previously provided in three (3) WebEx sessions and two (2) paper submittals to the ODEQ pertaining to investigative activities performed at the proposed Shooting Range Area (SRA) in the Former Duncan Refinery in Duncan, Oklahoma. At the request and suggestion of the ODEQ, the previously-submitted information has been compiled and repackaged into this single, comprehensive summary of data generated since CoP initiated work in the SRA. This submittal includes the following information: 1. A list of the SRA-related agreements reached in the November 3, 2011 meeting; 2. A summary of past investigation activities in the SRA and their results; and 3. A description of the additional sampling CoP proposes to undertake in the SRA, at the request of the ODEQ, to address remaining data gaps and the associated follow-up activities needed to complete a remedy in the SRA. 1.0 SRA-related Agreements Reached in the November 3, 2011 Meeting On November 3, 2011, representatives of CoP met with the ODEQ at ODEQ Oklahoma City headquarters to discuss the results and status of the proposed SRA, and to establish a path forward for both the SRA and impending Site-Wide Characterization.
