L 700.3 L514f 2011 e.1 LEGISLATIVE FINANCIAL REPORT 2011 HISTORY The Organic Act of 1890 reserved Sections 16 and 36 of each township in Oklahoma Territory for the benefit of public schools. The goal of Congress was to provide continued funding for public education. The federal government had no title to the eastern half of the state which at the time was called Indian Territory. In lieu of land, the government granted the state 5 million dollars. Four year colleges and uni-versities were also provided of in the Enabling Act created by the Oklahoma Constitution. Section 13 of each township was set aside for support of higher education. Article Two, Section Eleven of the Oklahoma Constitution says the "principal shall be deemed a trust fund held by the state, and shall ever remain inviolate. It may be increase, but shall never be dimin-ished". It is a trust the Oklahoma Supreme Court would later call a "sacred trust." Oil, natural gas, sand, gravel, wheat fields and pastures which encompass the holdings of the Land Of-fice stretch north, south, east and west and show the changing terrain of this great state. The role of the Land Office through the history of Oklahoma has been and continues to be to care for the trust so it will be an asset for the future.
