Purpose	There are 13 point source facilities with oxygen demanding effluent whose discharges go either directly to this portion of the river or into a tributary within several miles of the river. Some of these discharges have permit limits that are based on meeting the less stringent DO criteria for a habitat limited aquatic community. DEQ is concerned that current permit limits may not be protective of the more stringent DO criteria for a warm water aquatic community. This resulted in the need for water quality modeling to be performed to simulate these discharges under critical conditions and determine appropriate permit limits. Previous water quality modeling of DO in the Canadian River was developed in the mid-1990s (CDM 1996), but DEQ has concerns about that modeling and it was never intended to be used to simulate the entire length of the river from the US Highway 81 Bridge to the confluence of Buckhead Creek (it was developed for the portion of the river between the Interstate 35 Bridge near Norman and the US Highway 77 Bridge between Lexington and Purcell). Therefore, a new water quality model for DO needs to be developed and field data need to be collected to calibrate and verify the model. Without field data, the model results would have large uncertainty and might lead to permit limits that are either 1) not stringent enough to protect water quality in the river or 2) more stringent than necessary, possibly causing unneeded upgrades to wastewater treatment systems. There are no regulations that impose quantitative requirements for uncertainty in this type of modeling, but it is a universally accepted fact that using field data reduces model uncertainty. The results from this project will be used by DEQ to establish permit limits for point source discharges based on the limits that will be recommended in this project.
