Eastern WIA Economic Profile May 2011 Policy, Research & Economic Analysis Page 1 The Eastern Workforce Investment Area (Eastern WIA) is comprised of seven counties: Adair, Cherokee, McIntosh, Muskogee, Okmulgee and Wagoner counties. This profile will provide an overview of population, employment, average wage, and commuting patterns specific to the Eastern WIA. POPULATION The accompanying graph and pie charts relate county and regional population information from the last decennial census in 2000 to the current 2010 Census. The resulting growth rate was 9.6%, which is above the state’s average growth rate of 8.7% for the same time period. Within the Eastern WIA, the rate of population growth was not uniform. Wagoner County, the largest county in the region, had a 27.1% growth rate between 2000 and 2010. Population growth in Wagoner County represented more than half of the overall growth in the region, propelling Wagoner from the second largest county in the Eastern WIA to the largest. Wagoner County was not the only county with double digit growth as Cherokee County grew by 10.5%. Growth in Sequoyah and Adair Counties was more in line with the state’s average growth over the decade as those counties experienced growth of 8.8% and 7.8% respectively. While not as robust as the rest of the region, Muskogee, McIntosh and Okmulgee counties also experienced net gains in population, growing by 2.2%, 4.1% and 1.0% respectively.wwwwwwwww .okcommerce.gov Policy, Research & Economic Analysis Eastern WIA Economic Profile Page 2 May 2011 Source: EMSI Complete Employment - 1st Quarter 2011 www.economicmodeling.com EASTERN WIA JOB DISTRIBUTION: 2005 - 2010 Source: EMSI Complete Employment – 1st Quarter 2011 SECTOR EMPLOYMENT The accompanying table relates sector employment totals and employment changes in the Eastern WIA between 2005 and 2010 and projects employment for 2015. Unlike employment figures reported by the US Bureau of Labor Statistics, EMSI job estimates include data for non-employer establishments (partnerships and sole proprietorships), military staffing and agriculture employment. The Eastern WIA added 5,133 jobs between 2005 and 2010, growing by 4.4% over the entire time period. Cherokee County had the highest job growth rate at 13.6%, a rate that exceeded the county’s 2005-2010 population growth rate of 10.5%. Muskogee County was the only county to experience a net decline in employment, with a job growth rate of -1.8%. By comparison, the state experienced a net job growth rate of 6.3% between 2005 and 2010, while the nation experienced net job growth of 0.2%. Between 2005 and 2010 Cherokee County had the largest numeric job increase, adding 2,896 jobs and representing 56.4% of the region’s overall net growth. Wagoner County was second with regards to numeric change, as that county added 896 jobs during the time period. In 2010, the average worker in the region earned an estimated $34,250 per year, including benefits. Workers in the utilities industry had the highest earnings at $83,426 per worker on average but there were fewer than 600 such workers located within the region. The second highest average wage rate existed for the more than 8,600 workers in the manufacturing industry. Wages and benefits for those workers averaged $57,304 in 2010. At the lower end of the earnings spectrum, 5 industries in the region had average annual earnings of less than $16,000: agriculture ($15,528), real estate ($15,976), educational services ($15,103), arts and entertainment ($15,663) and accommodation and food service ($15,054). The largest increase occurred in the health care and social assistance industry where 1,766 jobs were added. That represented a 15.7% job gain within that industry and represented 34.4% of the WIA’s overall net job growth between 2005 and 2010. Collectively, jobs with federal, state, local and tribal governments represented the region’s second largest numeric increase between 2005 and 2010 and added 1,526 jobs for a 5.7% increase. Mining, quarrying and oil and gas extraction was a close third with a net gain of 1,439 jobs and the largest net growth rate among all industries. Between 2005 and 2010, the mining, quarrying and oil and gas extraction industry grew at a net rate of 153.7. Meanwhile, eight regional industries showed net job losses in the latter part of the past decade. Of those, the manufacturing industry showed the largest numeric decline, dropping by -1,590. Manufacturing also showed the largest drop as a percentage with a net job loss rate of -15.5%. Industry level job growth in the region is expected to be mostly positive between 2010 and 2015, with only two industries forecast to show job declines: non-farm agriculture and management of companies and enterprises. Significant growth is forecast to continue for the mining, quarrying and oil and gas industry, with net growth for the period expected to surpass 25.0%. Growth is also forecast for the educational services industry, where growth is projected to exceed 22.4%. Numerically, the largest growth is expected to remain in the health care and social assistance industry, where net jobs gains are forecast to surpass 1,100. Net growth among these two occupations alone represented almost half of the job gains for the region during that time period. Within the Eastern WIA, only three of the 23 main occupational categories experienced net job losses between 2005 and 2010. Production jobs declined by -1,194 (or -13.6%), transportation jobs declined by -469 (-6.4%), and sales jobs declined -34 (-0.3%). Looking forward to 2015, all occupational categories are expected to grow, with the exception of military jobs and farming, fishing and forestry occupations which are expected to remain essentially flat. In total, the region is expected to add 8,371 jobs for a growth rate of 6.9% between 2010 and 2015. The largest numeric growth is expected in the occupational categories of sales (779), office and administrative support (749), management (729) and construction (709). The largest percentage growth rates are expected in the fields of life, physical and social sciences (14.7%) business operations (13.9%) and health care (11.1%). While the above data looks at net job growth, additional job openings will take place as employees retire or change jobs. As a whole, the Eastern WIA is expected to average 4,578 job openings each year between 2010 and 2015, and most are forecast to occur in the management, sales, and office administration occupations. Health care occupations have the highest average hourly wage in the region, averaging $23.69 per hour and well above the regional average hourly wage of $13.56. By comparison, EMSI estimates the statewide average was $17.46 and the national average was $20.21. At the individual county level, average hourly wages ranged from $11.85 in Adair County to $15.22 in Muskogee County during 2010. Farmers and ranchers represent the most common occupation in the region, representing more than 6.5% of all jobs in the region. At the individual county level, a listing of the largest occupations is more or less consistent. Farmers and ranchers occupy the top spot across all seven counties in the region, generally followed by cashiers and retail salespersons. Also, truck drivers, bookkeepers, managers and nursing occupations appear in the top ten for most counties. However, there are a few differences: elementary school teachers are not in the top ten for McIntosh or Muskogee counties, and personal and home care aides do appear in the top ten for those two counties, as well as Sequoyah County. HIGHEST PAYING OCCUPATIONS EMSI estimates that in 2010, physicians and surgeons earned $67.19 per hour on average across the region. By comparison, the Eastern WIA’s average hourly wage per job was $13.56 in 2010, again according to EMSI. The statewide average was $17.46 and the national average was $20.21. Wages varied significantly at the individual county level, with only four occupations averaging above $25.00 an hour in Adair County, 17 in Cherokee, 6 in McIntosh, 49 in Muskogee, 23 in Okmulgee, 10 in Sequoyah and 9 in Wagoner. As a specific example of the disparity, physicians and surgeons ranked as the highest paid occupation in all seven counties in the region, with an average hourly wage ranging from $39.33 in Wagoner County to $85.35 in Muskogee County. The type of occupations varied as well. Special education teachers made the top ten in Cherokee, Okmulgee, Sequoyah and Wagoner counties. Locomotive engineers were among the top wage earners in Okmulgee County. Optometrists, chemists and air traffic controllers are on the top ten list for Muskogee County. Collectively, the top twelve occupations account for 2,064 projected new jobs, measured against the net total gain of 8,371 jobs forecast to be added in the Eastern WIA during that time span. Management, retail salespersons, food preparation workers and registered nurses lead the region’s occupation growth estimates between 2010 and 2015, but again differences exist from county to county. For example, gaming dealers are fast growth occupations in Cherokee and McIntosh counties. Child care workers and bakers are high growth occupations in Adair County. And cement masons and concrete finishers are expected to be in high demand in Wagoner County. A more telling number may be the number of job openings expected in the region. Job openings include not just net job gains, but replacement hires when a worker retires, moves away or takes a different job within the area. In addition to many of the jobs listed in the fastest growing future occupations table, high job openings are also expected among agricultural workers, personal and home care aides, licensed practical and vocational nurses and truck drivers. EASTERN WIA COMMUTING PATTERNS: 2009 COMMUTING PATTERNS In the graphs below, the first map displays the percentages of a county’s employed population that either (1) live and work in the same county, (2) work in the region, but not the same county as they reside, or (3) commute outside the region for employment. Commuting patterns are based on data from On The Map, an application developed through the Local Employment Dynamics program, which is a joint effort between the US Census Bureau and the US Bureau of Labor Statistics. According to On The Map, the Eastern WIA was a net workforce exporter in 2009. During that year, the net outflow from the Eastern WIA exceeded 34,000 workers. Most of that net outflow involved Tulsa County as more than 32,000 residents of the Eastern WIA commuted to Tulsa County for employment. Roughly 7,000 Tulsa County residents commuted into the Eastern WIA for employment. Part of the reason for this net worker outflow exists because of the WIA’s overall relationship of jobs to population. In 2010, the Eastern WIA had a total population (all ages) of 288,614, but there were only 121,585 jobs. Many areas within the Eastern WIA in effect operate as bedroom communities for larger neighboring WIAs. The best example of this may be Wagoner County. Wagoner County represents almost a quarter of the Eastern WIA’s total population, yet only 16.4% of the county’s working residents remain in the WIA when commuting to work. Almost two out of every three working residents (64.6%) of Wagoner County commute to the Tulsa WIA and 83.6% of Wagoner County’s resident workforce leaves the Eastern WIA for employment. And Wagoner County is not alone. There are only three counties in the region where more than half of their working residents stay within the WIA for employment: Adair, Cherokee and Muskogee counties with 51.7%, 70.4% and 73.4% respectively. And only Cherokee and Muskogee counties have more than 50% of their working residents remaining within their home county to work. Full text | Eastern WIA Economic Profile May 2011 Policy, Research & Economic Analysis Page 1 The Eastern Workforce Investment Area (Eastern WIA) is comprised of seven counties: Adair, Cherokee, McIntosh, Muskogee, Okmulgee and Wagoner counties. This profile will provide an overview of population, employment, average wage, and commuting patterns specific to the Eastern WIA. POPULATION The accompanying graph and pie charts relate county and regional population information from the last decennial census in 2000 to the current 2010 Census. According to Census Bureau figures, the region’s population reached EASTERN WIA POPULATION DISTRIBUTION: 2000 - 2010 Source: U.S. Census Bureau 2000 and 2010 Census http://factfinder2.census.gov/faces/nav/jsf/pages/index.xhtml 316,457 in 2010, growing by 27,843 over the previous decade. The resulting growth rate was 9.6%, which is above the state’s average growth rate of 8.7% for the same time period. Within the Eastern WIA, the rate of population growth was not uniform. Wagoner County, the largest county in the region, had a 27.1% growth rate between 2000 and 2010. Population growth in Wagoner County represented more than half of the overall growth in the region, propelling Wagoner from the second largest county in the Eastern WIA to the largest. Wagoner County was not the only county with double digit growth as Cherokee County grew by 10.5%. Growth in Sequoyah and Adair Counties was more in line with the state’s average growth over the decade as those counties experienced growth of 8.8% and 7.8% respectively. While not as robust as the rest of the region, Muskogee, McIntosh and Okmulgee counties also experienced net gains in population, growing by 2.2%, 4.1% and 1.0% respectively.wwwwwwwww .okcommerce.gov Policy, Research & Economic Analysis Eastern WIA Economic Profile Page 2 May 2011 Source: EMSI Complete Employment - 1st Quarter 2011 www.economicmodeling.com EASTERN WIA JOB DISTRIBUTION: 2005 - 2010 Source: EMSI Complete Employment – 1st Quarter 2011 SECTOR EMPLOYMENT The accompanying table relates sector employment totals and employment changes in the Eastern WIA between 2005 and 2010 and projects employment for 2015. Unlike employment figures reported by the US Bureau of Labor Statistics, EMSI job estimates include data for non-employer establishments (partnerships and sole proprietorships), military staffing and agriculture employment. The Eastern WIA added 5,133 jobs between 2005 and 2010, growing by 4.4% over the entire time period. Cherokee County had the highest job growth rate at 13.6%, a rate that exceeded the county’s 2005-2010 population growth rate of 10.5%. Muskogee County was the only county to experience a net decline in employment, with a job growth rate of -1.8%. By comparison, the state experienced a net job growth rate of 6.3% between 2005 and 2010, while the nation experienced net job growth of 0.2%. Between 2005 and 2010 Cherokee County had the largest numeric job increase, adding 2,896 jobs and representing 56.4% of the region’s overall net growth. Wagoner County was second with regards to numeric change, as that county added 896 jobs during the time period. In 2010, the average worker in the region earned an estimated $34,250 per year, including benefits. Workers in the utilities industry had the highest earnings at $83,426 per worker on average but there were fewer than 600 such workers located within the region. The second highest average wage rate existed for the more than 8,600 workers in the manufacturing industry. Wages and benefits for those workers averaged $57,304 in 2010. At the lower end of the earnings spectrum, 5 industries in the region had average annual earnings of less than $16,000: agriculture ($15,528), real estate ($15,976), educational services ($15,103), arts and entertainment ($15,663) and accommodation and food service ($15,054). The largest increase occurred in the health care and social assistance industry where 1,766 jobs were added. That represented a 15.7% job gain within that industry and represented 34.4% of the WIA’s overall net job growth between 2005 and 2010. Collectively, jobs with federal, state, local and tribal governments represented the region’s second largest numeric increase between 2005 and 2010 and added 1,526 jobs for a 5.7% increase. Mining, quarrying and oil and gas extraction was a close third with a net gain of 1,439 jobs and the largest net growth rate among all industries. Between 2005 and 2010, the mining, quarrying and oil and gas extraction industry grew at a net rate of 153.7. Meanwhile, eight regional industries showed net job losses in the latter part of the past decade. Of those, the manufacturing industry showed the largest numeric decline, dropping by -1,590. Manufacturing also showed the largest drop as a percentage with a net job loss rate of -15.5%. Industry level job growth in the region is expected to be mostly positive between 2010 and 2015, with only two industries forecast to show job declines: non-farm agriculture and management of companies and enterprises. Significant growth is forecast to continue for the mining, quarrying and oil and gas industry, with net growth for the period expected to surpass 25.0%. Growth is also forecast for the educational services industry, where growth is projected to exceed 22.4%. Numerically, the largest growth is expected to remain in the health care and social assistance industry, where net jobs gains are forecast to surpass 1,100. Net growth among these two occupations alone represented almost half of the job gains for the region during that time period. Within the Eastern WIA, only three of the 23 main occupational categories experienced net job losses between 2005 and 2010. Production jobs declined by -1,194 (or -13.6%), transportation jobs declined by -469 (-6.4%), and sales jobs declined -34 (-0.3%). Looking forward to 2015, all occupational categories are expected to grow, with the exception of military jobs and farming, fishing and forestry occupations which are expected to remain essentially flat. In total, the region is expected to add 8,371 jobs for a growth rate of 6.9% between 2010 and 2015. The largest numeric growth is expected in the occupational categories of sales (779), office and administrative support (749), management (729) and construction (709). The largest percentage growth rates are expected in the fields of life, physical and social sciences (14.7%) business operations (13.9%) and health care (11.1%). While the above data looks at net job growth, additional job openings will take place as employees retire or change jobs. As a whole, the Eastern WIA is expected to average 4,578 job openings each year between 2010 and 2015, and most are forecast to occur in the management, sales, and office administration occupations. Health care occupations have the highest average hourly wage in the region, averaging $23.69 per hour and well above the regional average hourly wage of $13.56. By comparison, EMSI estimates the statewide average was $17.46 and the national average was $20.21. At the individual county level, average hourly wages ranged from $11.85 in Adair County to $15.22 in Muskogee County during 2010. Farmers and ranchers represent the most common occupation in the region, representing more than 6.5% of all jobs in the region. At the individual county level, a listing of the largest occupations is more or less consistent. Farmers and ranchers occupy the top spot across all seven counties in the region, generally followed by cashiers and retail salespersons. Also, truck drivers, bookkeepers, managers and nursing occupations appear in the top ten for most counties. However, there are a few differences: elementary school teachers are not in the top ten for McIntosh or Muskogee counties, and personal and home care aides do appear in the top ten for those two counties, as well as Sequoyah County. HIGHEST PAYING OCCUPATIONS EMSI estimates that in 2010, physicians and surgeons earned $67.19 per hour on average across the region. By comparison, the Eastern WIA’s average hourly wage per job was $13.56 in 2010, again according to EMSI. The statewide average was $17.46 and the national average was $20.21. Wages varied significantly at the individual county level, with only four occupations averaging above $25.00 an hour in Adair County, 17 in Cherokee, 6 in McIntosh, 49 in Muskogee, 23 in Okmulgee, 10 in Sequoyah and 9 in Wagoner. As a specific example of the disparity, physicians and surgeons ranked as the highest paid occupation in all seven counties in the region, with an average hourly wage ranging from $39.33 in Wagoner County to $85.35 in Muskogee County. The type of occupations varied as well. Special education teachers made the top ten in Cherokee, Okmulgee, Sequoyah and Wagoner counties. Locomotive engineers were among the top wage earners in Okmulgee County. Optometrists, chemists and air traffic controllers are on the top ten list for Muskogee County. Collectively, the top twelve occupations account for 2,064 projected new jobs, measured against the net total gain of 8,371 jobs forecast to be added in the Eastern WIA during that time span. Management, retail salespersons, food preparation workers and registered nurses lead the region’s occupation growth estimates between 2010 and 2015, but again differences exist from county to county. For example, gaming dealers are fast growth occupations in Cherokee and McIntosh counties. Child care workers and bakers are high growth occupations in Adair County. And cement masons and concrete finishers are expected to be in high demand in Wagoner County. A more telling number may be the number of job openings expected in the region. Job openings include not just net job gains, but replacement hires when a worker retires, moves away or takes a different job within the area. In addition to many of the jobs listed in the fastest growing future occupations table, high job openings are also expected among agricultural workers, personal and home care aides, licensed practical and vocational nurses and truck drivers. EASTERN WIA COMMUTING PATTERNS: 2009 COMMUTING PATTERNS In the graphs below, the first map displays the percentages of a county’s employed population that either (1) live and work in the same county, (2) work in the region, but not the same county as they reside, or (3) commute outside the region for employment. Commuting patterns are based on data from On The Map, an application developed through the Local Employment Dynamics program, which is a joint effort between the US Census Bureau and the US Bureau of Labor Statistics. According to On The Map, the Eastern WIA was a net workforce exporter in 2009. During that year, the net outflow from the Eastern WIA exceeded 34,000 workers. Most of that net outflow involved Tulsa County as more than 32,000 residents of the Eastern WIA commuted to Tulsa County for employment. Roughly 7,000 Tulsa County residents commuted into the Eastern WIA for employment. Part of the reason for this net worker outflow exists because of the WIA’s overall relationship of jobs to population. In 2010, the Eastern WIA had a total population (all ages) of 288,614, but there were only 121,585 jobs. Many areas within the Eastern WIA in effect operate as bedroom communities for larger neighboring WIAs. The best example of this may be Wagoner County. Wagoner County represents almost a quarter of the Eastern WIA’s total population, yet only 16.4% of the county’s working residents remain in the WIA when commuting to work. Almost two out of every three working residents (64.6%) of Wagoner County commute to the Tulsa WIA and 83.6% of Wagoner County’s resident workforce leaves the Eastern WIA for employment. And Wagoner County is not alone. There are only three counties in the region where more than half of their working residents stay within the WIA for employment: Adair, Cherokee and Muskogee counties with 51.7%, 70.4% and 73.4% respectively. And only Cherokee and Muskogee counties have more than 50% of their working residents remaining within their home county to work.
